Nine Seized For 'Loafing'

Nine youths were arrested early Friday at E. Fifteenth strett and Grad avenue on charges of 'loafing and annoying' after they had ignored police orders to disband.
The arresting officers, Harlin Speck and Herbert Perry, reported they told about 10 to 15 youths on that corner to 'go home' about 12:15a.m. Friday.
Returning 15 minutes later, the officers said they found nine of the youths had regrouped. They were arrested.

The officers said they had repeatedly warned gangs of boys to disband in recent weeks after gettting complaints from persons in the vicinity of E. Fifteenth and Grand.
Three of the nine appeared before Municipal Judge Howard W. Brooks Friday morning.
Lyle P.Osburne, 18,who gave his address as 1160 Harding road, pleaded innocent to a charge of malicious mischief by damaging a car owned by Wayne E. Brown, 2345 E. Thirty-seventh court, last Sept. 25.
Jail.
Osburne's hearing was set for Oct. 22. He was committed to county jail for failure to post $800 bond.
The other two appearing before Judge Brooks were Alfred M. Chia, 18, who gave his address as 2512 S.E. Sixth st. and Ernest L. Martin, 19, who gave his address as 1505 Capital ave. Chia said he is a marine private first-class, home on leave from a base at Oceanside, Cal.
Both were fined $10 or three days in jail.
The other six youths arrested wre juveniles-three being 17 years of age and three 16. Five were sent to Polk County juvenile court. The sixth, a 17-year-old, was released to custody of his parents.
